I also just purchased a OCW-700, and found the same problem with reception on the East coast. I live in central North Carolina, on the east side of the Appalachian Mtns, and I was beginning to think there was no hope for atomic calibration after three days of failed attempts. Last night however, I charged the watch under a bright light for about 6 hours, then left it sitting on the west side of my house, facing a westward window of course, and it finally received a signal. Also, hate to break it to all of you, but I bought my Japanese version from an ebay store for only $500. It took about a week to get, but the only difference is that the brand name on the face is Oceanus with Casio underneath, instead of just saying Oceanus.

Press the upper button for 3 secs and let go. The hands will start to advance. Watch them, and when you are almost at the position of 00:00:00, press the upper button again briefly and the hands will stop. Then pulse the upper button to finish advancing the second hand to a perfect 00:00:00.
